SUB: Approval of Mahithi - The Millenium IT Policy of Karnataka

Karnataka is the first state to announce
IT Policy in the year 1997. This Policy has acted as an important
catalyst for the growth of IT industry in the State. The industry,
however, is growing in leaps and bounds. IT industry is on the top
of the agenda of the State Governments developmental plans. Karnataka
is in the forefront of IT and is called the Silicon State of India
and the State capital Bangalore is known as the IT Capital of India.
Considering the present requirements of the IT sector and the citizens
at large, it is necessary to refocus the IT policy. Therefore, an
IT policy was prepared with the following objectives:
To utilise the power of Information Technology in the overall goal
of the Government of Karnataka in eradicating poverty and empowering
women,
To effectively reduce unemployment by absorbing the major share of
educated youth into the IT industry,
To promote the usage of Kannada in Information Technology,
To use e-governance as a tool and deliver a government that is more
proactive and responsive to its citizens,
To unleash the Karnataka Incubation engine,
To encourage business with non-english speaking countries, and,
To maintain the pre-eminent position of both Bangalore and Karnataka
in the field of Information Technology.
In order to welcome every new IT company as well as any expansion,
modernization of the existing IT companies and also to maintain pre-eminent
position the State has achieved in the IT Sector, it is proposed in
the policy document to offer attractive package of incentives and
concessions. These include both financial and non-financial commitments
on the part of various departments in the government. Due to time
constrain it was not possible to consult various administration departments
to elicit their views. However, with the concurrence of Finance Department
and also with the approval of the Cabinet, the new IT policy called
Mahithi has been announced on 18th March 2000. Hence, the following
order:
GOVERNMENT ORDER NO. IT/20/POL/2000, BANGALORE DATED 24th May 2000
Government is pleased to approve Mahithi - The millenium IT
Policy of Karnataka as per the details contained in the booklet enclosed
to this order. The said policy is deemed to have come into force from
18th March 2000.
This issue with the concurrence of Finance Department and also with
the approval of cabinet vide Nos. (1) FD/683/EXP-1/2000 dated 17th
March 2000, and, (2) C/134/2000 dated 10th April 2000 respectively.
